The Board

Robert Contee: Robert is an Assistant Chief of the Washington Metropolitan Police Department. He is a 24 year veteran of the force, and is an expert on all aspects of police field operations, special operations, criminal investigations, community engagement and policy development. He currently manages more than 150 sworn and civilian personnel assigned to four divisions. Robert was named MPD’s 2010 Commander of the Year, and led the Best Performing District that same year. He is a founder of the MPD GIP Unit to address gang violence, and received the 2009 Award for Crime Reduction. He received his B.A. in Police Science from the George Washington University.

Josh Dworken: Josh is a seasoned executive with a diverse background in business operations and strategic investment. He excels in program development, revenue generation, research and negotiation. Josh is President of Horizon Hill Holdings where he is responsible for establishing the group’s operating plan and investment strategy, along with asset management and development of all real estate investments. Josh is a graduate of Indiana University where he earned is B.A. in Public Management and Environmental Affairs.

Michelle Evans: Michelle is a native Washingtonian and dedicated regional property manager with more than 15 years of experience. She possesses an in-depth knowledge and understanding of landlord and Tenant Law and all applicable government regulations related to leasing, tax credit, section 8 and HUD.

Thomas Gallagher: Tom is President of the Board and TAI’s Founder. He is President of the Edmundson and Gallagher property management group, which has over 2,000 units under its management. He is an expert in all aspects of affordable housing, with decades of experience, and has overseen redevelopment of thousands of apartment units in the District of Columbia. Tom serves on the Board of Directors of the Washington Performing Arts Society. He

Anne Harris: Anne is Founder and Principal at Ethics Works, a consulting practice specializing in global business ethics and compliance program design, implementation, and assessment. She previously served for nearly a decade as Staff Vice President and Ethics Officer for General Dynamics Corporation, following a 20-year career in human resources with General Dynamics and GTE Corp. She has served on TAI’s Board of Directors since June 2017 and heads up the Board Ethics Committee. Anne is a Certified Compliance and Ethics Professional (CCEP)® and a National Association of Corporate Directors (NACD) Board Governance Fellow. She is a member of the Society for Corporate Compliance & Ethics and the Association of Certified Fraud Examiners. She is a consultant to the Ethics and Compliance Initiative and the National Defense Industrial Association. Anne earned her B.A. in Psychology from Smith College and her M.B.A. from INSEAD, the European Institute of Business Administration.

Lori Kaplan: Lori is the President of the Latin American Youth Center, which has been honored twice under her leadership for excellent management practices. LAYC was also named one of America’s Top 25 Latino Organizations. Lori has been awarded the title of Washingtonian of the Year and is co-founder of three DC Charter schools. She is the founding co-chair of the DC Alliance for Youth Advocates, and serves on the Board of Directors Youth Radio and the LAYC Career Academy Public Charter School. She received her B.A. in Anthropology from Antioch College and later earned her Master’s in education from the George Washington University.

Arianna Royster: Arianna has been an integral part of Borger Management, Inc, since 1990, becoming a principal of the firm in 2013. She serves there as the Executive Vice President and Director of Residential Management. She is responsible for overseeing all property operations of more than 9,000 units and 200 personnel. Arianna is a licensed real estate agent in Washington, DC and received her Certified Property Manager (CPM) designation from the Institute of Real Estate Management (IREM) in June 2002. She is a current member on the Board of Directors for the Apartment and Office Building Association of Metropolitan Washington (AOBA) and was the organization’s elected President for 2017 and 2018.  She also serves on the legislative and education committees for the National Apartment Association (NAA) as well as being a National Instructor for NAA. She is a graduate of Virginia Commonwealth University with a Bachelor of Science in Business Administration and a minor in Economics.
